REGISTER NOW! ­76th MML ANNUAL CONFERENCE … The 2010 MML Annual Conference will be held at the St. Charles Convention Center in St. Charles on September 12-15. Ample free parking for conference attendees will be available at the convention center. All conference information, registration form, and agenda are available on the MML Annual Conference Web page on the MML Web site at www.mocities.com. Please download the registration form and send the completed form to League headquarters. You also will receive registration information in the July Review magazine; be sure to mark your calendar and plan to attend.

 

þ ANNUAL CONFERENCE ROOM BLOCK AND HOUSING FORM … The MML room block will open on July 8.  The St. Charles Convention and Visitors Bureau will be in charge of assigning all rooms for the Conference.  All attendees must use the housing form as provided by the St. Charles CVB; attendees will be able to select from a number of hotels and the housing form will have information on all hotels.  Conference attendees can download the housing form beginning July 8 at the MML Annual Conference Web page at http://www.mocities.com/AnnualConference.html.

 

SPECIAL SESSION CALLED FOR GENERAL ASSEMBLY … Governor Jay Nixon called a special session of the General Assembly to pass legislation to support and strengthen Missouri’s automobile manufacturing and supplier industry.  The session convened at noon, Thursday, June 24. Specifically, the Governor is asking for passage of the Missouri Automotive Manufacturing Jobs Act that would allow qualified manufacturing facilities or suppliers that bring next-generation production lines to Missouri to retain withholdings taxes typically remitted to the state.

     In issuing the call, Gov. Nixon emphasized the importance of taking fiscally responsible steps to offset the costs of the Missouri Automotive Manufacturing Jobs Act.  To that end, Gov. Nixon also has asked the General Assembly to pass legislation to reform the state pension system.  The legislation would change retirement eligibility for future state employees and require them to contribute 4 percent of their salary to the state retirement plan.

 

Opening of the 2010 Downtown Revitalization and Economic Assistance for Missouri (DREAM) Initiative announced The DREAM Initiative is an innovative partnership between the Missouri Department of Economic Development, Missouri Development Finance Board (MDFB), and Missouri Housing Development Commission to provide communities across the state with access to technical and financial assistance for downtown revitalization.  Applications may be obtained through the DREAM Internet site, www.modream.org, and are due to the MDFB offices by 5 p.m. on August 2. The 2010 DREAM communities will be announced in the fall.

 

MML ANNUAL CONFERENCE SCHOLARSHIP PROGRAM … The MML Board of Directors has authorized up to four Annual Conference scholarships this year. Scholarships are awarded to an elected or appointed official of a municipality that has not sent a delegate to the Annual Conference within the last four years. The scholarship will pay for the conference registration fee, meal functions, and hotel accommodations for three nights. To be considered for one of the four scholarships, the governing body of an eligible municipality should nominate one person, either an elected or appointed official, to receive the scholarship. All nominations must be received by August 6 at League headquarters, 1727 Southridge Drive, Jefferson City, MO 65109. Those selected to receive a scholarship will be notified by August 13.

 

MML DISTINGUISHED SERVICE AWARD … The Board of Directors has selected the five-member MML Distinguished Service Award Selection Committee. This award is presented to a current or former Missouri municipal official (elected or appointed) who has made outstanding contributions to the Missouri Municipal League. The Committee will consider length of service, enthusiasm and dedication, participation in MML activities and outstanding leadership in the Association. If you would like to recommend any current or former Missouri municipal official for this award, please request a nomination form from League headquarters.

 

EPA RULEMAKING FOR STANDARD PERMIT REQUIREMENTS … The U.S. Environmental Protection Agency (EPA) is initiating a rulemaking to revise permit requirements in regards to the National Pollution Discharge and Elimination System (NPDES).  More specifically, EPA is considering modifying the regulations relating to sanitary sewer overflows (SSOs) and basement backups.  Please visit the Sanitary Sewer Overflows and Peak Flows Section of the EPA website for more information and to learn how to make public comments before the deadline of August 2, 2010.

 

ADVANCING CLEAN ENERGY AT THE LOCAL LEVEL: Implementing PACE and         other Effective clean energy programs … In May, the Missouri General Assembly passed a bill called Property Assessed Clean Energy (PACE). PACE has the     potential to create jobs, save money, and create more prosperous and sustainable communities.  Best of all, these programs can be designed, financed and implemented at the local level with very little or no start-up cash.

     Renew Missouri will hold a PACE Implementation Training workshop on Friday, July 16 at Stephens College in Columbia, MO. The training is designed for city and county managers, renewable energy and energy efficiency professionals, and all interested citizens. The PACE training will discuss the history of the program, the different PACE financing options available, the benefits of PACE, and a step-by-step guide for cities or counties interested in implementing PACE. CCFOA SCHOLARSHIPS … The Missouri City Clerk and Finance Officers Association will award up to 26 scholarships for 2010-2011, ten for the Annual Spring Institute on March 6-10 at the Lodge of Four Seasons, ten for the New Clerks Conference on March 7 at the Lodge of Four Seasons, and two each for the three Regional Conferences.  The applicant must be a member in good standing of the MoCCFOA and must be a city clerk, city treasurer, city collector, finance officer, or hold a similar position.  The scholarships encompass the registration fee, one-half of a single/double occupancy room, and $40 for mileage and other expenses.  Applications are available from any Scholarship Committee member and are available on the MoCCFOA Web site at www.moccfoa.orgThe scholarship chairman must receive applications no later than August 15 for regional conferences. Applications for the Spring Institute and New Clerks Conference must be received by December 31. Applications should be mailed to Sharon Kakouris, 202 S. Third Street, #118, Louisiana, MO 63353.

Advancing Renewables in the Midwest … There has been talk of renewable energy for years and funding of projects has increased, but where do we stand today? Get an update at this one day conference. Along with renewable energy, several speakers will address new energy efficiency projects. Funding, tools for cities, legislative updates and economic impacts will also be covered. There will be speakers from the Environmental Protection Agency, Department of Energy, the Missouri Department of Natural Resources, plus national renewable and energy efficiency agencies. The Conference will be held on  July 15, 2010, University of Missouri – Columbia. NEW MML CENTRAL REGION OFFICERS … The Central Region of the Missouri Municipal League elected new officers at the regional meeting recently held in Sedalia.  The new officers are President, Councilmember Ron Duval, Marshall; Vice President, Mayor Stephen Allegri, Slater; and Secretary, Mayor Joe Fehling of Salisbury.
